In terms of how everything stands at the moment, Cliff has acknowledged that Vegeta might just be able to best him in a one-on-one fight, and the might is only there because of his own pride. He's been quite impressed with Vegeta overall, as he sees a man who is decently smart, will not take any crap, and has the strength to enforce this no matter what. The differences in their universes aside, Cliff sees that there are some odd similarities as well, and he thinks he understands part of why Vegeta thinks like he does in terms of conflict, war, and the state of the world on a galactic scale. Politicians and warlords leave very different effects on people, and Cliff is intrigued by the contrast of everything.
He has some respect for Vegeta, and not because of his overt power or his political status. While he's short tempered, Cliff hasn't found any malice or dishonesty in that. Both are very good things.
Overall, Cliff is indeed so laid back that he's just not going to care about whether Vegeta's in charge or not. He's just going to keep sharp when fighting around him and wonder when Vegeta will come to collect on that bet (because, face it. Vegeta is most likely going to win by far.)
