Their CR is so fascinating because of the way they actually can connect to each other and understand each other. He regards Smoker as someone who's levelheaded and someone he can trust because he understands the justice system. If they had met sooner than they had, I don't think they would have clicked quite as well but since Draco had mellowed out a bit prior to meeting Smoker, they can agree on a lot of points. He keeps his tabs on Smoker and he always leaves their conversations with a weird sense of understanding and musing. He's a good ally to have in Draco's opinion, and he feels oddly comfortable admitting things about his life and his past. With more time he'd probably be more than happy to really share details.
