Well, we haven't got very much to go on yet, but so far Cliff sees Cross as an high spirited kid who might just need a little guidance along the line. He's still something of a kid, afterall, but he's got a good heart and is definitely stubborn.
In terms of how everything stands at the moment, Cliff has acknowledged that Vegeta might just be able to best him in a one-on-one fight, and the might is only there because of his own pride. He's been quite impressed with Vegeta overall, as he sees a man who is decently smart, will not take any crap, and has the strength to enforce this no matter what. The differences in their universes aside, Cliff sees that there are some odd similarities as well, and he thinks he understands part of why Vegeta thinks like he does in terms of conflict, war, and the state of the world on a galactic scale. Politicians and warlords leave very different effects on people, and Cliff is intrigued by the contrast of everything.
He has some respect for Vegeta, and not because of his overt power or his political status. While he's short tempered, Cliff hasn't found any malice or dishonesty in that. Both are very good things.
Overall, Cliff is indeed so laid back that he's just not going to care about whether Vegeta's in charge or not. He's just going to keep sharp when fighting around him and wonder when Vegeta will come to collect on that bet (because, face it. Vegeta is most likely going to win by far.)
She's chill, skilled, and snarky enough that Cliff is comfortable around her in combat scenarios, and he's curious about how she is in her down time. There are indeed some similarities between Rei and Cliff's boss-- a similarly cool head in a mess, a similar level of practicality-- and it's just enough for Cliff to take a second look...and that second look has him interested.
The fact that she can fend for herself does wonders in his mind. She's someone he thinks might be able to watch his back in a crisis and, frankly, he's become spoiled by working in such a varied team. It's a valuable thing for him to keep in mind. Besides that, she's mature enough that he can treat her as something of an equal, not that he would treat her any differently anyway.
Basically, Rei is someone that he's going to keep poking at, because poking so far has been interesting and already taught him a few things.
uh, ya know. They haven't actually interacted that much yet. So far it's neutral...and neutral. Spock is an alright guy who might be interesting to talk to later about techy things, but its something that Cliff is just going to wait and see if it happens to come up or not. Like I said-- not inherently bad. Just, right now, Cliff doesn't see much reason to press for things. If Spock comes to him with more details, however, he's definitely going to offer his two Fol on the situation.
