Rapunzel is too sweet and too nice to possibly be friends with Katniss. It confuses her a lot of the times why Rapunzel is so sweet and helpful and caring to someone like her, but usually, Katniss is too selfish to think too much on it. She likes having the friendship since majority of her CR here is male. And she really, really appreciates everything Rapunzel's done for her and for Peeta in the past.

Plus, the girl can talk enough for the both of them. Which suits Katniss just fine. If anything, she worries a lot over her because she tends to find Rapunzel just naive enough that she's convinced some sort of horrible harm will come to her. Plus, that golden hair makes her think of Prim a lot. Hence giving her a knife to use to defend herself for her birthday.
