BWAHAHA YOU CANNOT ESCAPE, SAILOR MOON!

Okay seriously, Yotsuba is adorable and Norma loves her. She kind of reminds Norma of what Sophie will be like when she grows up a bit more, and she's wholeheartedly looking forward to when that day comes for Sophie. In the meantime, though, Norma enjoys playing with Yotsuba and unleashing her inner child and having fun. Playing with a small, energetic, excitable child is strangely soothing and a great pick-me-up for a fun-loving gal like Norma. |D

And though Norma may not have liked to learn first hand how tough Yotsuba is (DAT PUNCH), she does know that the kid is stinking resilient and respects how "strong" she is. Though Norma also thinks she needs to be taught not to punch people in the stomach even when playing. 8| That is not okay, Munchkin.

But yeah, Norma sees Yotsuba as a kind of extension of how she cares for and teaches Sophie, and she kind of wants to do the same with Yotsuba. Norma's not sure if Yotsuba's parents are in Luceti, pr even who's taking care of her, but she wants to at least continue playing with her and making the little kiddo smile and laugh. Yotsuba does the same for Norma, so brightening eachother's days is just a great thing.
