Norma reminds Sanji of Nami in some ways - the unabashed enjoyment that comes from someone pampering them, the straightforwardness, and bestowing him with a nickname - soooo it's not a surprise he really likes her. She's fierce and confident and honest, never one to mince words if she doesn't think it's necessary, and Sanji loves that in a woman.

If he were to be COMPLETELY honest, she strikes him as a little bit less mature than Nami, keeping along that comparison, but it's not necessarily a strike against her. She just seems younger (as she is) with some growing up to do. But other than that, she makes everything around her larger than life because she is, too, so Sanji can count on there never being a dull moment with her around.
