Raine is someone Sanji greatly respects for her knowledge and her kindness, and quite often he'll take what she says as truth - or at least, information that came from a well-informed source. Before taking her on as a cooking student, I'd say he even respected her like one would a village elder; and considering her position in the village and the length of time she's been here, you could almost argue her as such.

Nowadays the playing field strikes him as a little more even, since he's... teaching the teacher. It allows him to see her from a different perspective, and them spending time together (both cooking and looking after Sayo) creates a situation where he feels more invested in their interactions. They're not close friends, but perhaps close acquaintances (in Sanji's eyes) border-lining on friendship.
