And yeah, WB wasn't the most evil pirate around but he was still, well... a pirate. I think it's just easy to forget that to most of the population the World Government are the good guys, ahahah. And well, I'm pretty sure most of the Marines are decent people, it's just that they also have huge assholes like Morgan 8| WHAT WERE YOU THINKING, MARINES

Anyways, Oda himself said Morgan isn't actually the total marine "norm." Kuro saw something of himself in Morgan and that's why he was the one Kuro spared and then had Jango hypnotize into saying that Morgan arrested the real Kuro etc. etc. And the marines do promote big captures/strength/absolute justice more than consistent "goodness." See also: T-Bone being a Captain. Onigumo being Vice admiral. There is a lot of corruption in the marines, but I think it's more a political statement about justice and any system of governing humans make; which is that when you create something that allots power to specific members, the people who will use it for corruption will try to sneak in, and the otherwise good people in it are going to be more trusting and not realize the depths some people will sink to. Even religions had this problem a lot.
Also I could TL;DR about politics/justice/One Piece forever though so I will simmer down XD
