SDFGHK THIS IS BOTH GREAT AND TERRIFYING

And yeah, WB wasn't the most evil pirate around but he was still, well... a pirate. I think it's just easy to forget that to most of the population the World Government are the good guys, ahahah. And well, I'm pretty sure most of the Marines are decent people, it's just that they also have huge assholes like Morgan 8| WHAT WERE YOU THINKING, MARINES

(lol) YES. Well it's like Smoker says, even something made with the best intentions is going to create a place for horrible people to hide and rise to the top. Assuming that anyone in an organization are good guys just gives them the means to hide. In a sense the Whitebeard pirates did that themselves with Blackbeard, though I still think that's more a testament to HIS evil rather than their obliviousness.

Anyways, Oda himself said Morgan isn't actually the total marine "norm." Kuro saw something of himself in Morgan and that's why he was the one Kuro spared and then had Jango hypnotize into saying that Morgan arrested the real Kuro etc. etc. And the marines do promote big captures/strength/absolute justice more than consistent "goodness." See also: T-Bone being a Captain. Onigumo being Vice admiral. There is a lot of corruption in the marines, but I think it's more a political statement about justice and any system of governing humans make; which is that when you create something that allots power to specific members, the people who will use it for corruption will try to sneak in, and the otherwise good people in it are going to be more trusting and not realize the depths some people will sink to. Even religions had this problem a lot.

Also I could TL;DR about politics/justice/One Piece forever though so I will simmer down XD
