As far as first opinions go, Mikado started off with a decent one. He seemed quieter and more respectful, and Shikamaru could appreciate that. He was also the first person he met who admitted to liking Luceti, which was a perception Shikamaru found both strange and baffling. It was enough to set him apart on his own.
The situation surrounding Mikado makes Shikamaru's opinion of him a little more complex after that, however. Masaomi considers him his best friend, but at the same time has warned him of Dollars and Mikado's involvement there. Shikamaru doesn't see what's going on as serious as he would the affairs of the ninja world, but because it's Masaomi he still feels he should treat it - and thus Mikado - as such.
He wouldn't mind getting to know him, but what he knows limits him as he's not sure if it's wise to do so. Mikado's not someone he thinks he should underestimate, in any case. He's proving to be clever. There's just a lot of 'unsure' feelings going on here.
